Elevating Excellence: Hinckley Allen’s Newest Partners and Counsel Assume Key Roles in 2024


Hinckley Allen is proud to announce the elevation of three attorneys to Partner and one attorney to Counsel. All attorneys assumed their new positions as of January 1, 2024.

The new partners are Alexa T. Millinger, Stephen D. Rosemarino, and Andrea L. Gomes. Thomas P. Banas has been elevated to counsel.

Alexa T. Millinger focuses her practice on matters involving First Amendment & Media law, complex business and contract disputes, employment and intellectual property cases, and internal investigations. As a strong and talented litigator with experience across various courts, states, and specialties, Alexa brings extensive knowledge of the effective use of substantive and procedural mechanisms to effectively litigate and/or expeditiously resolve disputes. Alexa brings a distinct ability to form strong relationships with clients, creating trust, and open dialogue with the firm and her clients, leading to more effective representation. Her desire to serve extends into the community, where she engages in pro bono work for Connecticut Statewide Legal Aid, volunteers with Big Brothers Big Sisters as a mentor, and serves on the Board of Directors for the Connecticut Foundation for Open Government. She also serves as the vice chair of the Women in the Law and Media Law sections of the Connecticut Bar.

Stephen D. Rosemarino focuses his practice on construction law, contract law, and business litigation. In addition to counseling clients in their strategic operations and drafting and reviewing contracts and legal documents, Stephen has extensive litigation and arbitration experience in matters such as complex contract disputes, public bidding disputes, payment issues, delay claims, design and engineering errors and omissions, construction defects, defaults, bond claims, suretyship litigation, prevailing wage disputes, wrongful terminations, mechanics’ lien foreclosures, insurance disputes, banking and financial disputes, torts, property disputes, corporate litigation, business dissolutions, business valuations, accounting proceedings, and more. Stephen is a published author on trial practice, construction contract compliance, and prevailing wage law, and he has lectured on various subjects.

Andrea L. Gomes focuses her practice on land use, environmental, and municipal law. Andrea regularly represents clients before local and state agencies and in state court. She has assisted with obtaining municipal approvals for clients, including site plan, special permit, variance, subdivision, and wetlands approvals; in prosecuting or defending administrative appeals; and in litigating various matters, including affordable housing matters and property disputes such as quiet title actions, easement disputes, nuisance actions and actions for adverse possession. Additionally, she has counseled municipal agencies with various land use permitting and litigation matters, including public bidding disputes, eminent domain actions, and Freedom of Information Act issues. In an effort to serve her community, Andrea engages in pro bono work for Statewide Legal Services of Connecticut and also serves as a commissioner on the West Hartford Town Plan & Zoning/Inland Wetlands and Watercourse Agency.

Thomas P. Banas focuses his practice on representing general contractors, subcontractors, construction managers, owners, suppliers, and developers in construction-related matters, including mediation, arbitration, and litigation. His experience includes drafting a wide variety of construction and service contracts for both commercial and private entities. He has also handled a wide range of matters relating to the various issues that face construction projects including bidding, payment, delays, performance, termination, bond claims, and mechanic’s liens.
