Effective October 3, 2008, Massachusetts began the use of civilian flaggers on construction sites. Road flaggers are individuals certified by MHD to perform traffic control services on public roads.

New regulation requires awarding authorities to develop a Construction Zone Safety Plan. Under 701 CMR 7, public roadways are classified into three categories. (High Speed Roads, 45 mph or greater; Low Traffic High Speed Roads, 45 mph but lesser volume; and Low Speed Roads, less than 45 mph.) (more)
