Hinckley Allen is proud to announce that Partner Kris A. Moussette has been elected as a Regular Fellow of the American College of Bond Counsel (ACBC), an honor recognizing attorneys who have demonstrated exceptional expertise, integrity, and commitment to the practice of public finance law.
The ACBC, through a selective process led by its Membership Selection Committee and Board of Directors, voted unanimously to elect Moussette to the College’s ranks. This honor reflects her longstanding leadership in public finance law and unwavering dedication to the highest standards of professional and ethical conduct.
Moussette is a trusted advisor to nonprofit organizations, quasi-public authorities, and governmental issuers. She has extensive experience as bond counsel, borrower’s counsel, lender’s counsel, and underwriter’s counsel, facilitating complex tax-exempt and taxable bond transactions that help clients achieve their strategic goals efficiently. She also advises clients on public-private partnerships and corporate matters.
“Public finance plays a critical role in helping communities thrive, whether it’s building hospitals, expanding access to education, or improving public infrastructure,” said Kris. “I’ve been fortunate to work alongside clients who are deeply committed to their missions, and being elected to the ACBC is a meaningful recognition of the work we’ve done together over the years.”
Kris’s practice includes work with a variety of health care, educational, cultural, and other 501(c)(3) organizations, as well as municipal and state issuers on major infrastructure projects. She serves as bond counsel to The Commonwealth of Massachusetts and the States of Maine and Rhode Island. Her counsel is also sought for securities law compliance and legislative drafting related to public finance.
Kris was formally recognized at the College’s Annual Dinner on September 9, 2025 in Washington, D.C., held in conjunction with the National Association of Bond Lawyers Bond Attorneys’ Workshop.
