Construction and Public Contracts Attorney Frank L. Bigelis Joins Hinckley Allen


Hinckley Allen announces today that construction and infrastructure attorney, Frank L. Bigelis, has joined the firm as counsel in the Construction and Public Contracts group in its Boston office. He brings years of experience in construction law and government contracts and significant representation of “mega-projects” domestically and internationally.

“Frank has worked on some of the largest and most notable construction projects in the world and that knowledge will be of great value to our clients as they navigate their own projects,” said James J. Barriere, Co-Chair of the Construction & Public Contracts group. “His ‘on the ground’ experience uniquely suits him to his practice and he makes a strong addition to the Construction and Public Contracts group.”

Prior to Hinckley Allen, Frank’s work included representing the public owner on Boston’s Big Dig, contractors on various public and private works, including federal courthouses, air force and army bases, numerous hospitals, Army Corps of Engineer projects, and the prosecuting of claims and bid protest actions. He has provided extensive counsel on compliance with the Foreign Corrupt Practices Act (FCPA), the False Claims Act (FCA), Business Ethics and Internal Control System programs, as well as the minutiae of the FAR.

Among his other notable experience, Frank served as project counsel to the design-build contractor on the $1B new terminal at Tocumen International Airport in Panama City, Panama, as well successfully prosecuting claims for the same in a multi-party bilingual international arbitration. He has represented the design-builder on a major remediation and mixed-use project for the Meadowlands in New Jersey; the design-build-operate maintain contractor on the Tren Urbano rail project in San Juan, Puerto Rico; the private owner and operator acquiring a public utility system in Scranton, PA – P3; the EPC contractor on various microgrid projects across the Caribbean; and contractors on numerous power plants, industrial facilities, infrastructure projects, and hospitals across the country. Prior to his legal career, he has served as both a senior design engineer and project/resident engineer on large pipeline and water/wastewater construction projects around the United States.
